What is Safe2Speak?

Safe2Speak is the Building & Plumbing Commission’s reporting and protected disclosure service. It is independently operated by Stopline – a leading provider of whistleblowing programs and related hotline, investigation and forensic technology services.

What can I report?

Any matters related to actual or suspected fraud and/or corruption or improper conduct and  breaches of BPC Integrity Framework policies. Reports about HR matters such as bullying, harassment, discrimination etc will be forwarded to the Chief Strategy & Risk Officer and the Chief People Officer for consideration.

How can I make a report?

You can make a report through Safe2Speak by completing this webform. You can also contact Stopline:

Who is Stopline?

Stopline is an Australian company which specialises in providing integrity/whistleblowing services. It has been operating for over a decade and assists listed and private companies; local, state and Commonwealth public sector bodies and not-for-profit organisations. Do I have to provide my name?

No. If you prefer, your call to Stopline can be made anonymously. Stopline staff will not request any personal details, and you may choose to provide information anonymously or openly. If you decide not to remain anonymous, your details may be shared with the Integrity Unit at the Building and Plumbing Commission.

If you choose to stay anonymous, Stopline will issue a confidential reference number and password, allowing you to check the status of your disclosure later.

How will I be protected if I make a complaint about suspected misconduct?

The Building and Plumbing Commission is committed to supporting and protecting employees who report improper conduct, corrupt behaviour, or misconduct, and ensuring they are safeguarded from any adverse consequences resulting from their disclosure.

All reports are handled with strict confidentiality. To strengthen this commitment, the BPC has engaged Stopline to provide an independent and secure channel for reporting fraud and corruption, enhancing both confidentiality and anonymity.

Who and what is the Protected Disclosure Coordinator?

The Protected Disclosure Officer within the BPC is responsible for ensuring that all serious complaints are handled appropriately, managing disclosures and being the contact point for both Stopline and the BPC.

The BPC’s Protected Disclosure Coodinator is Stephen Mumford, Special Advisor, Integrity.

When should I make a report to Safe2Speak / Stopline?

You should contact Stopline when you have knowledge of any fraudulent, corrupt, unlawful, unethical or improper conduct by an employee. Employees include contractors and executives.

Employees are obligated under the VPSC Code of Conduct and the BPC Fraud and Corruption Control Policy to make a report if they witness actual or suspected fraud and/or corruption. Failure to do so may constitute misconduct and may attract disciplinary action consistent with the Enterprise Agreement, including dismissal.

When can I contact Stopline?

You can telephone Stopline on 1300 30 45 50 (in Australia) 24 hours a day, 7 days a week.  A Stopline investigator will answer your call during business hours (0800 – 1800 Mon – Fri AEST).  Any messages left with our overnight team will be responded to within one working day. You can also send your disclosure via the internet (this website), email, or mail.

Will I be kept informed about the outcome of my report?

Yes. Stopline will advise you about the status of the report, decisions made regarding how the matter is to be handled, timeframes that apply and the result of any investigation and action taken. If you choose to remain anonymous, you will be issued with a confidential reference and password and must initiate contact through one of the methods above to receive feedback.
